What consideration did the Government give to the findings of its January 2025 evaluation that some alcohol-dependent individuals prioritised purchasing alcohol over food and essential bills before deciding to increase the minimum unit price of alcohol to 65p, and what safeguards are in place to prevent the increase from worsening financial hardship?
