Question
Further to WQ100322, did the Cabinet Minister consult with partners in local government and the RSPCA before deciding not to review the Control of Horses (Wales) Act 2014 in relation to tethering?
Answer
Answered by Cabinet Minister for Rural Resilience and Sustainability (Llyr Gruffydd)
Officials regularly engage with local authorities, the RSPCA and other equine welfare stakeholders on a range of horse welfare issues, including tethering and the appropriate use of existing enforcement powers where welfare concerns arise. This ongoing engagement helps identify emerging issues, share good practice and inform consideration of opportunities to improve welfare outcomes for horses in Wales.
