Will the Cabinet Secretary confirm whether the Welsh Government has given any consideration to how the money in an escrow account in Jersey, that I referred to in Plenary on 7 June 2023, can be released?

These arrangements were agreed before privatisation. I understand they are complex and the result of historic contracts made between the water authorities that pre-dated Severn Trent and Dŵr Cymru as private companies. As such, it would not be appropriate for the Welsh Government to comment on these arrangements.
