Question
Will the Cabinet Minister provide the names of all external organisations contracted to undertake the climate communications and social research work for which £942,000 was approved on 25 August 2026, together with the value and purpose of each contract?
Answer
Answered by Cabinet Minister for Rural Resilience and Sustainability (Llyr Gruffydd)
Communications activity
The following contracts have been awarded to SBW Advertising in 2026-27:
• £450,000 to deliver targeted communications to promote support available and encourage public adoption of clean technologies such as heat pumps, solar panels, and electric vehicles.
• £110,000 to maintain and further develop the Climate Action Wales website (climateaction.gov.wales) to support this communications activity and broader public awareness of actions to address climate change.
An additional £100,000 has not yet been awarded to a contractor and will be used to deliver content partnerships in support of the above.
Social research
A total of £220,000 has been allocated for social research activity in 2026-27. The main focus is the commissioning of a new national Climate and Nature Survey, the contract for which has not yet been awarded. The remainder covers outstanding research commissioned in 2025-26, including:
• final reports for Waves 5 and 6 of the Climate Change Perceptions and Actions Survey (£27,699 already awarded to WSP as part of this work);
• analysis and reporting of responses to the Net Zero Transition 2026 to 2030 and beyond: discussion paper | GOV.WALES (£38,389 already awarded to Miller Research); and
• stakeholder workshops to inform a review of the Public Engagement Strategy 2023-2026 (£37,960 recharge for internal research costs)
The remaining £62,000 covers related programme-funded staff costs.
