Do Cabinet Ministers intend to make a screening direction under regulation 5 of the Town and Country Planning (Environmental Impact Assessment) (Wales) Regulations 2017 in respect of application 2023/00780/1/NMA (Vantage Data Centre, Bro Tathan)?
