Has the Welsh Government received any legal advice that a Senedd Bill for independence or for an independence referendum would be outside the Senedd's legislative competence?

The Welsh Government’s recently published Programme for Government clearly states that we will “formally request the devolution of the right to decide on the timeline, question, and process for an independence referendum".
