Will the Cabinet Minister consider linking pay and contracts for Betsi Cadwaladr University Health Board leadership to the health board's performance?

Performance-related pay is not a feature of the current Executive and Senior Pay (ESP) contractual arrangements. The framework is based on agreed national terms and conditions, with remuneration determined through established pay and governance mechanisms rather than individual performance incentives. Any move to introduce performance-related pay would require consideration of the existing contractual framework, potential contractual changes, and the implications for consistency, fairness and workforce relations across NHS Wales.
