Question
Has the Welsh Government or its Planning Directorate prevented Cardiff Council from granting planning permission for planning application 26/00109/HYB, Cardiff East Park and Ride, and if so, what is the legal basis and date of that direction?
Answer
Answered by Cabinet Minister for Local Government, Housing and Planning (Siân Gwenllian)
The Welsh Ministers issued a holding direction on 24 August 2026 under the powers contained within article 18 of the Town and Country Planning (Development Management Procedure) (Wales) Order 2012. While the direction prevents Cardiff Council from issuing a decision to grant planning permission, it does not prevent the Council from continuing to assess the application, including scrutiny by its planning committee. The direction has been issued to provide Welsh Ministers with sufficient time to consider the call-in requests that have been made in respect of the planning application and to determine whether they wish to exercise their call-in powers.
