What progress has the Cabinet Minister made towards delivering the Welsh Government's commitments to recruit 100 additional GPs, increase the proportion of the NHS budget allocated to primary care by 0.5 per cent each year, and shift healthcare towards prevention to reduce reliance on emergency services?
