Welsh Conservatives Debate: Welsh Government response to UK Government budget
I'm interested that you make that point, because I wrote to Network Rail, of course, when the UK Government, the Conservative UK Government, made an announcement of £1 billion to be spent on the electrification of the north Wales main line, and what Network…

Statement by the Cabinet Secretary for Finance and Welsh Language: The UK Budget
I agree very much with the analysis of the Cabinet Secretary. This is part 1 of a budget process that marks the end of austerity, and I think it will be welcomed on most sides of the Chamber. We've seen the damage that Brexit and austerity have done to our…

Legislative Consent Motion: The Passenger Railway Services (Public Ownership) Bill
I think if anybody was in any doubt as to voting for this legislative consent motion this afternoon, having listened to the Conservative spokesperson, then that doubt has vanished. The ideological drive and attack on the public sector—the Conservatives seem…

Questions to the Counsel General and Minister for Delivery
I'm grateful to the Counsel General for that response. She and I have had a number of what I think she would call 'spirited conversations' on these matters over the years. It's entirely natural and to be expected that, with a Labour Government now in the…

Questions to the Counsel General and Minister for Delivery
I'm grateful to the Counsel General for that response. I should say how pleased I was to see her appointment as well. The burden of my question was really that a Minister for Delivery, I think, is a very, very good thing, but what does that Minister do and…

Questions to the First Minister
I'm grateful to you, Deputy Presiding Officer. During questions, at least two Conservative Members raised issues with the First Minister, where they clearly have a personal interest. No personal interest was declared, as Standing Orders and the code of…

Questions to the First Minister
I'm grateful, Deputy Presiding Officer. I'm sure the First Minister agrees with me that we don't need lectures from fans of Liz Truss when it comes to debating these matters. The people of Blaenau Gwent welcomed the budget last week, and welcomed many of the…

I agree with that, actually, and I don't think it's a matter—. I see the First Minister in the final paragraph, or final sentence, is confident that another committee will be well placed to answer questions that fall within the remit of the committee. I don't…

Instruments that raise issues to be reported to the Senedd under Standing Order 21.2 or 21.3
I don’t think we can allow legislation that is seven or eight years late in being implemented and is then defective just to pass without comment or scrutiny. We’ve written to the Welsh Government on a previous matter similar to this, I recognise that, but I…

Evidence session with the Counsel General and Minister for Delivery on the Legislation (Procedure, Publication and Repeals) (Wales) Bill
We've all got a Bill up our sleeve, let me tell you. [Laughter.] But I don’t disagree with you, Counsel General, I think it's an important conversation that we have. Because Standing Orders currently do allow for an expediated process and for an emergency…

I accept that completely. So, I assume that this is a regular sweep, if you like—not a conclusive one, I accept what Dylan said there. But this is something that, perhaps, the Senedd could expect to see through the process of consolidation, as well, whereby…

Evidence session with the Counsel General and Minister for Delivery on the Legislation (Procedure, Publication and Repeals) (Wales) Bill
I presume, therefore, that the Government would seek relatively non-controversial areas to repeal in this nature, because if you're repealing other areas where there's a policy issue involved, then you do it through substantive legislation.

Evidence session with the Counsel General and Minister for Delivery on the Legislation (Procedure, Publication and Repeals) (Wales) Bill
Looking at those sections that go through repeals, I don't know if I was expecting a very small number or a very large number, and I actually got something in the middle. So, what was the process you followed? Because there must be other pieces of legislation…
