What criteria does the Welsh Government use to define a Wales-based supplier when measuring progress towards its programme for government ambition to increase public procurement spend with Wales-based suppliers towards 70 per cent, including in relation to ownership, headquarters, employment and operational presence in Wales?
Ateb
Atebwyd gan Cabinet Minister for Finance (Elin Jones)
Our current methodology defines a Wales-based supplier using the supplier invoice address recorded in financial systems. Ownership, headquarters, employment and operational presence are not currently factors used in this measure.
We recognise that supplier address alone does not capture the full economic value generated through public procurement. That is why we are developing a broader measure of Welsh economic value to provide greater insight into the economic and social benefits of public spending and the value retained within Wales.
