What assessment has the Welsh Government made of the value for money for taxpayers and learners of the £19.6 million spent on supply staff over a four-year period in Powys, including £12.5 million through agencies?

Atebwyd gan Cabinet Minister for Education and the Welsh Language (Anna Brychan)
There will always be a need for a flexible and skilled supply workforce to support and maintain continuity of learning in our schools. Under the regulatory framework and local management of schools’ arrangements, it is for schools to decide what cover they need and how it is sourced. Where schools use supply agencies, this is supported by a National Supply Agency Framework agreement which requires fixed and transparent agency fees, supporting schools to achieve value for money. It is for schools in Powys, working with the local authority, to assess the value for money of their spend on supply staff.
