What consideration has the Cabinet Minister given to commissioning a further review of the Control of Horses (Wales) Act 2014 to address animal welfare concerns associated with tethering?

There are currently no plans to review the Control of Horses (Wales) Act 2014 in relation to tethering. The existing legislative framework, supported by the Code of Practice for the Welfare of Equines and available enforcement powers, provides a robust basis for protecting equine welfare.
